Responsibilities include: Personnel Security approximately seventy percent and Security Education approximately thirty percent. Responsibilities include but are not limited to the following:
The Personnel Security Specialist must be proficient and knowledgeable of the JAFAN 6/4. Maintain liaison with government program Special Security Officer (SSO) concerning access to Sensitive Compartmented Information (SCI) and changes to information and personnel security policies and procedures.
Serves as the Program’s Primary Personnel security focal point working with the government customer security manager for processing security clearances, investigations, and identifying issues that may arise during the vetting process.
Responsible to Process Personnel Access Requests (PAR). Review SF86 and conduct Tier eligibility reviews. Effectively and efficiently coordinate the personnel security and suitability in-processing requirements of prospective appointees based on JAFAN 6/4 requirements. This includes ensuring background investigations are completed and favorably adjudicated prior to the entry-on-duty (EOD) date. Ensures the appropriate level of background investigation has been initiated. Assists the government customer identify suitability issues for government determination of grant, deny, revoke, suspend, or restrict security clearances, or when adverse action is being taken.
Provide guidance as required, verifying completeness and accuracy of documents, conducts personnel security and suitability interviews to obtain any missing information or clarify any conflicting information, prepares personnel security and suitability reports/correspondence, and collecting and delivering signed documents to the customer.
Responsible for interpreting policy originating from higher organizational levels and working with the government customer in resolving issues involving conflicting requirements.
Performs administrative tasks associated with maintaining and supporting Electronic Questionnaire for Investigation (e-QUIP), and is responsible to perform data entry / retrieval to process reports, track / update actions to include Program Access Requests (PAR), using multiple databases to include the Air Force Access Data Base (AFADS) and Excel;
Requires familiarity with all administrative security support requirements associated with the receipt, distribution, inventory, reproduction, disposition, and management of classified (collateral and SAR) material.
Security Education: Must possess knowledge of the JAFAN 6/0 Security Education requirements and assist the customer implement and educate awareness. Perform program indoctrinations, specialized briefings, annual refresher training and debriefings to meet JAFAN 6/0, ICD (SCI) and Program compliance for approximately 200 individuals. Maintain security education records and track in a database in a manner to ensure compliance for semi-annual Core Compliance Inspections (CCIs). Duties can include but are not limited to;
Assists in the development and administration of security programs and procedures for a multi security environment to cover SCI, SAP and DoD
Knowledgeable of handling (Sensitive Security Information), PII (Personal Identifiable Information) and proprietary material, documents and equipment.
Maintain accurate databases for reporting requirements.
Assist with the creation and delivery of required briefings/security education to a diverse audience.
Educate the program members on foreign travel and reporting requirements.
Assist in the briefing and enforcement of security policies.
Requires Bachelor’s degree or equivalent and two to four years of related experience and ability to obtain a security clearance. Knowledge of DOD, DOE or other industrial security program and in-depth knowledge of the DOD, DOE or other government securityAdditional Qualifications- Excellent verbal and presentation communication and organizational skills and attention to detail required

Minimum 3 years specialized experience required in Special Access Program (SAP) and Sensitive Compartmented Information (SCI) program operations with prior personnel security functions; Experience with DOD and/or DCIDs / ICDs security regulatory manuals and regulations; Ability to obtain and maintain a Top Secret personal security clearance.
