Quality Assurance Analyst Sr

Description:
Security Clearance: Public Trust

Experience supporting the ATF and/or USMS IT environment, flowcharting software, using spreadsheet software in analyzing performance data, collecting data and producing various types of metric reports.

Experience creating and reviewing Quality related plans, standards, processes, and procedures.

Trained in six sigma methodologies or the equivalent.

Experience working various projects and interfacing with the many functional support and customer organizations

ITIL Foundation certified

Above average use knowledge of the Microsoft Tool suite

Knowledge of ITIL best practices and processes; Infrastructure IT development, test, and deployment process and general CMMI application development methodologies

Excellent oral and written communication

This position is to recruit talented candidates who have direct experience supporting the ATF and USMS business process improvements activities under the ESA IV Program. The position will interface with program employees, customers, and mangement to facilitate business process improvement activities. This includes establishing and documenting QA/QC processes / procedures / instructions, documenting a QAP/QASP, reviewing other program plans, evaluating process data, re-engineering processes, ensuring continuous service improvements, and measuring effectiveness according to the various standards required by the program.

The person will provide overall Program Quality Assurance, Quality control, and ITIL Continuous Service Improvement within LM program across functions, non-technical / technical groups, and subcontractors; all in accordance to ESA IV federal standards and ITIL framework

The person in this position will be responsible for establishing processes for continuous service improvement and lean processes for program initiatives. Ensure compliance and accountability for service assurance. Develop and implement quality and continuous improvement programs to minimize risks to the government. They will provide guidance and survey, analyze and address user requirements, information infrastructure issues and assistance to the functional managers in establishing, implementing appropriate processes within their functional areas. This person will direct the migration from the existing environment to the ITIL process and tailor these processes to meet ESA IV (ATF/USMS) specific requirements and fully leverage available supporting tool suites and electronic workflow and escalation capabilities. This person will also work to progressively improve the maturity of the ITIL/CMMI process execution over time. This individual will lead process improvement activities in accordance with Lean Six Sigma for the program

Main responsibility will be for quality assurance/control planning and implementation; deliverable tracking; ITIL Assurance planning, transformation, audits; ISO planning and certifications, Continual Service Improvement (centralized dashboard reporting, proactive reporting, general reporting); Lean Six sigma Events; on-going CSI analytics/actions

Will have experience working with the many functional organizations and support groups within LM, the customer, and other service providers required to complete the customer service management functions for an Enterprise Service Delivery Contract.

Will support development and delivery of all applicable contract documents, LM internal program documents, reports, customized processes/procedures, mitigate/investigate issues, and other tasks/activities required to support successful execution of all identified requirements and responsibilities across all functional and program areas

Will support the delivery of services that continuously meet NRC and LM specified performance standards, deliverables, and Service Level Agreements are continuously met in entirety. Will communicate and work directly/indirectly with the customer and with all ESA IV (ATF/USMS) Program functional areas and other service providers to meet these standards.
