Responsibilities and Duties
At L-3 AMI the Supply Chain Manager plays a key role within the organization by supporting a variety of procurement activities to ensure the timely delivery of quality materials, systems and services. The Supply Chain Manager will provide leadership to the Production Planning and Control, Purchasing, Shipping and Receiving, and Material and Inventory Control functions.
- Responsible for the management of existing subcontracts, as well as the issuance of new subcontracts covering moderate to highly complex design and development materiel and services in support of program requirements, from RFP generation through fact-finding, cost/price analysis, negotiation, award and post-award management/administration.
- Responsible for leading the creation of detailed material plan requirements using advanced supply chain planning tools to optimize Customer Service levels, inventory, resource utilization, and total supply chain costs.
- Works closely and coordinates with various departments/functions to facilitate on-time production and delivery, and acts as a key bridge between supply chain operations, engineering, manufacturing, sales, program management and suppliers.
- Researches and analyzes best operating, management, and business practices and presents recommendations for implementation.

Qualifcations
- Bachelor's degree in Business, Operations, Supply Chain Management or a technical discipline with emphasis in supply chain/business/quantitative analysis preferred
- Master's degree and professional certification from APICS and/or ISM is desirable
- 8 - 12 years experience supply chain management, materials management, procurement (including commodity/MRO parts, build-to-print, and design/development subcontracts), manufacturing or master planning-scheduling and/or combination of education and experience.
- Integrated planning systems experience/training such as ERP/MRP/MPS is required
- Procurement experience in a DoD environment and knowledge and understanding of the FAR/DFARS is required, including TINA and related public laws.
- Experience with Contractor Purchasing System Reviews desired
- Experience with establishing written procurement policies/procedures to ensure compliance with FAR/DFAR requirements
- Experience in the development of RFP packages, review and analysis of proposals, negotiation of subcontract pricing and provisions, supplier selection, post-award subcontract management, payment approval, subcontract closeout and file/record maintenance is required
- Experience with both FFP and Cost-reimbursable type subcontracts is desired
- Experience in Procurement, Production Planning, Inventory Management, and Materials Management disciplines in a DoD manufacturing environment preferred
- Candidate must be proficient with Word and Excel
- Must be able to work in a multi-task, fast-paced, team environment
- Outstanding written and oral communications skills and effective negotiation capabilities are a must
- Must hold or be able to obtain a U.S. Government security clearance
- This position may be required to travel, as necessary, on a limited basis.
