NIC is the leading provider of outsourced eGovernment portals. We build and manage official government Web sites and eGovernment services for 19 states and hundreds of local governments in the United States.

NIC designs, manages, and markets eGovernment services on behalf of state and local governments. We partner with government leaders and establish local offices to provide customized solutions for each government we serve. Our electronic government solutions use technology to increase efficiency and reduce costs for governments and their constituents.

NIC developed the nation's first electronic government services for the state of Kansas in 1991. Since then, NIC has built and managed online solutions that help governments, citizens, and businesses interact more efficiently. We maintain long-term eGovernment outsourcing contracts with 19 states and three local governments. As the country's leading provider of outsourced official government Web sites for states, counties, and cities, NIC has developed a library of more than 1,000 unique eGovernment applications. NIC is the world's only publicly held company (NASDAQ: EGOV) that focuses exclusively on serving the eGovernment market. Based in Olathe, Kansas, NIC employs 330 people in the U.S.
Benefits
Health & Well-Being Benefits All full-time NIC employees are eligible to participate in NIC's group medical, dental, disability, and life insurance programs at no expense to the employee. These benefits begin one month after the employee joins NIC.
Medical Mutual of Omaha provides medical insurance for NIC full-time employees and their dependents.
  • $20 per physician office visit
  • $250 deductible per individual
  • $500 per family of other covered charges each calendar year
Prescription Drugs If prescription drugs are prescribed to treat you or one of your dependents, Mutual of Omaha will pay prescription drug benefits for covered charges at 100% in excess of the deductible amount:
  • $10 deductible for generic medications
  • $25 deductible for brand name medications
Dental Dental insurance for NIC full-time employees and their dependents is provided by Ameritas Life Insurance at no expense to employees.
  • Deductible for basic and major expenses: $50 per individual, $150 per family each calendar year
  • Dental expense coverage
  • Preventative dental expenses - 100%
  • Basic dental expenses - 90%
  • Major dental expenses - 60%
  • Orthodontics - 50%
Financial Well-Being Benefits NIC's 401(k) Investment Plan: Employees are eligible on the first of the month following the date of employment to contribute up to 100% of their pretax gross income to a 401(k) plan. In previous years, NIC has matched from 25-50% of the employee's contribution up to a maximum of 5% of the employee's gross compensation. Employee Stock Purchase Program: Full-time employees, upon completion of three months of employment, are eligible to purchase NIC shares (during the next offering period) at a discount through semi-monthly payroll deductions. Life & Accidental Death and Dismemberment Insurance: NIC offers coverage equal to two times an employee's annual earnings (capped at $200,000) at no cost. Dependent and Voluntary Term Life Insurance: Spouses are covered for $12,500 and children are covered at $2,000 per child at no cost to employees. Additional life insurance may be purchased for the employee, spouse, and children at group rates. Disability Insurance: Short-Term Disability: 60% of pre-disability earnings are covered, with a maximum weekly benefit of $2,500. Long-Term Disability: 60% of pre-disability earnings are covered, with a maximum monthly benefit of $10,000. Work/Life Benefits Employee Educational Reimbursement: Any full-time employee wishing to work on a job-related graduate degree or take additional job-related college courses are reimbursed for tuition, books, and fees as long as the courses are taken from an accredited institution and the course was pre-approved by a general manager. The grade received for the course determines the percentage of reimbursement given to the employee. Casual Atmosphere: NIC employees are very professional, yet the attire required for daily office work is typically business casual.

Our Business Model
NIC's core business solution is the self-funded model, which allows governments to build eGovernment services without using taxpayer funds. NIC currently operates 18 state portals through the self-funded model.


NIC offers three ways to pay for eGovernment portals:

Self-Funding


NIC absorbs the costs to build the portal's technical infrastructure and develop eGovernment services.

After the applications have launched, NIC and its government partners share a portion of the fees generated from electronic transactions.

Eighteen states currently have self-funding arrangements with NIC, and most of our long-term contracts range from three to seven years in length.

The self-funding model encourages NIC and its government partners to:
  • Build online services that constituents want.
  • Work efficiently to identify and create new online services.
  • Invest in marketing activities to drive eGovernment adoption.

Fee-Based

Governments pay NIC contractually determined fees on a fixed time, fixed cost, or time & materials basis.

Hybrid

Governments pay NIC a mix of upfront revenues to fund the infrastructure and development of eGovernment services. Once the applications have launched, additional revenue from transactions are shared between NIC and its government partners.
