Network Engineer

Description

Principal responsibilities include:

 

·Develop, build, implement and configure multi-vendor servers, storage systems, operating systems, systems management tools, applications, utilities and network services.

Perform all network hardware/software maintenance and monitoring.

·Review and recommend actions from operational reports to ensure integrity and compliance with established policies.

·Create and maintain documentation as it relates to system configuration, mapping, processes, and service records.

·Build, configure, optimize and test all equipment prior to deployment in company data center.

·Develop, recommend, implement and configure standard security, monitoring and management scripts, tools and utilities used in company data center.

·Provide technical input and guidance in the evaluation, building, implementation and project management of new and current IT projects.

·Develop, implement and maintain high level system and data security and make recommendations for reducing exposures and risks.

·Actively seek out opportunities to leverage new technologies and/or existing resources to provide efficiencies, optimizations and cost savings.

·Perform detailed, post event analysis of unusual events, and direct needed procedure or process changes in response.

·Implement OS patches and analyze system logs and reports.

·Develop and configure all systems in line with Alliance internal Service Level Agreements and activity controls.

·Proactive research of current and emerging state-of-the-art network systems technologies, architectures, and products.

·Provide support for Avaya Definity PBX, IVR, voice mail system and phones.

·Provide user support for requests for phone additions and changes, and ACD setup, tuning and maintenance.

·Provide second level escalation for IT Operations Support.

·Identify operational issues and implement design alternatives to address issues

·Adhere and assist in IT compliance audits.

·Perform other duties as assigned.

The Chief Executive Officer is responsible for the ongoing operation of Alliance programs to ensure the Company achieves its goals and objectives. This position is accountable to the Alliance and Board of Governors for the implementation of Corporate and Board policies/directives and recommends any changes needed in administration, operation or policy.  Other principal responsibilities include:

·Acting as the Governing Board’s duly authorized representative in any manner deemed appropriate.

·Responsibility for managing the officers of the Alliance including the hiring and termination of key management personnel.  

·Acting as a liaison with all community groups and public agencies as deemed appropriate.

·Coordinating the activities of major consultants for the development of specific activities.

·Maintaining positive corporate relationships within the community and within the provider network.

·Ensuring that legislative actions correspond to Alliance objectives.

·Developing long and short-range business plans for the Alliance in accordance with Governing Board objectives.

·Assisting and directing each key division (Medical Services, Finance, Information Systems, Provider Relations and Member Services) toward the achievement of their respective goals.

·Working closely with the senior staff of the Alliance to carry-out all corporate objectives and goals.

25% Managing and supervising senior personnel of each Alliance division toward the achievement of their respective goals.

15% Development of long and short range strategic business plans for the Alliance.

15% Legislative Monitoring and avocation ensuring consistency with Alliance objectives.

15% Public relation activities: presentations, speeches and senior management level briefings.

10% Analysis and upgrading of annual budgets for Governing Board Approval.

10% Implementation of all Governing Board Objectives/Policies.                  

05% Recruitment of senior staff.

05% Coordinating the activities of consultants and other key personnel for specific objectives.

EDUCATION OR TRAINING EQUIVALENT TO:

  

·Bachelor’s Degree in Computer Science or Engineering preferred or equivalent experience.

·Direct experience working with network routers, firewalls, switches, VPN concentrators and other network technologies.

·Direct working knowledge of TCP/IP fundamentals, dynamic routing protocol configuration and operation, IP filtering, firewalls, VPN.

·Detailed understanding of the protocols, best practices, operational issues surrounding WAN services and protocols.

·Basic knowledge of next-generation trends in networks, such as IPv6, QoS, VoIP, security.

·Excellent operational experience with security issues and access control mechanisms to prevent unwanted access.

·Expert knowledge of Windows XP, and 2000 desktop operating systems.

·Working knowledge of Microsoft Networks, Unix and Linux operating systems.

·Telecom knowledge and experience handling voice lines, including maintenance of Avaya Definity GSI PBX.

Masters Degree in Health Administration or equivalent work experience required.

MINIMUM YEARS OF ADDITIONAL RELATED EXPERIENCE:

  

·Minimum three years demonstrated experience with network design.

5 years of experience dealing with public assistance programs in the public sector.

 

SPECIAL QUALIFICATIONS (SKILLS, ABILITIES, LICENSE):

Experience in using managed care concepts within public sector health delivery systems.Strong analytical and problem solving skills required.

·Strong oral and written communications skills.

·Ability to communicate technical proposals to management.

·Strong interpersonal skills, mature judgment, and diplomacy required to interact effectively with a broad spectrum of people, both individually and in groups.

·Strong project management skills required.

·Ability to work in a multidisciplinary company.

·Experience with network monitoring, standard network change management and configuration policies.

·Proven ability to maintain an effective professional liaison with a Board of Directors.Extensive experience with public assistance programs and public agencies.Experience in use of various computer system software as well as Windows, Microsoft Word, Microsoft Excel and Microsoft Powerpoint.
