Environmental/Historic Preservation Project Manager

Description

FEMA and the Department of Veterans’ Affairs will conduct collaborative environmental and historic preservation review of the VA Medical Center and the Medical Center of Louisiana at New Orleans (MCLNO). GCRO project management staff has created a staffing plan for the project indicating the resources that will be required to complete these complicated reviews in a timely manner. These staff will be assigned to the Environmental/Historic Preservation (EHP) group of the Louisiana Transitional Recovery Office in New Orleans, LA. The current timeline for completion of these documents is Oct/Nov 2008.

The successful candidates should possess the following qualifications:



Environmental/Historic Preservation Project Manager, VA/MCLNO Project: 1 New Position

The Project Manager will coordinate the efforts of the Transitional Recovery Office’s EHP group to provide carry out reviews for compliance of the VA/MCLNO project under all applicable Federal environmental and historic preservation laws and Executive Orders. This is a senior level position and requires a minimum of 10-15 years of experience with Federal environmental and historic preservation compliance processes. Experience working with FEMA’s Environmental/ Historic Preservation program under disaster response and recovery situations is preferred. The Project Manager reports to the EHP Liaison.

Requirements

  Required Skills:

1. Considerable knowledge of federal environmental and cultural resource laws and Executive Orders including the National Environmental Policy Act, the National Historic Preservation Act and Federal Executive Order 12898 Environmental Justice.

2. Demonstrated ability to conduct and complete Section 106 of NHPA compliance, including making and overseeing determinations of eligibility; assessment of effects; consultation experience; resolution of adverse effects; coordination with agencies and applicants; and experience in preparing Section 106 agreement documents for complex and controversial projects.

3. Demonstrated ability to conduct and complete compliance under the National Environmental Policy Act (NEPA) for complex and controversial projects that have required an Environmental Impact Statement.
