Job Description
1.1.2. Tasks. The contractor shall perform the following computer technology support and

data entry tasks for the Military & Family Readiness Center (M&FRC) and the Transition

Assistance Program (TAP).

1.1.2.1.

Provide hardware and software system administration on all personal computers,

servers, fax machines, satellite receivers, switches, routers, printers and other peripherals

critical to proper function of MacDill AFB Military & Family Readiness Center.

1.1.2.2.

Implement any new systems (software/hardware) as required by the Military & Family Readiness (M&FR) Flight Chief. Set up new computers and other information

systems in a timely manner to support gradual improvement of the M&FRC facility.



1.1.2.3. Provide all networking architecture recommendations and networking support to

improve M&FRC network as directed by M&FR Flight Chief.

1.1.2.4. Establish procedures for safe guarding all critical data. Design back-up methodology to

guarantee uninterrupted M&FRC service to customers.

1.1.2.5. Develop tracking system to (including all required documentation) monitor all

information systems. Establish diagram of facility with associated database to track fixes

and implementation of information systems. Tracking system can be created utilizing

Microsoft Office or any other Government-approved software.

1.1.2.6. Provide for safe migration of important data from one system to another. Install and

maintain M&FRC primary database. Conduct upgrades to database and provide training to

M&FRC personnel. Government-owned databases include: MS SLQ 10.X, AFFIRST,

DODTAP, EAGLE, AFPAAS.

1.1.2.7. Provide recommendations to M&FR Flight Chief, or designated appointee, for future

planning and improvements to existing information systems structure. Government has its

own web based migration tool.

1.1.2.8. Assist M&FRC in research and purchase recommendations of all information

systems and components required to improve existing structure. M&FRC database is Web

Based AFFIRST.

1.1.2.9. Provide proper information security on all systems. Educate personnel on proper

security procedures to protect sensitive data and records.

1.1.2.10. Train office personnel on software required for them to efficiently execute their jobs.

1.1.2.11. Perform any other critical system support as requested by the M&FR Flight

Chief, or designated appointee, for successful operation of the M&FRC technology.

1.1.2.12. Schedule and Conduct Satellite Broadcast Courses. Utilize the Air Education and

Training Command (AETC) Distance Learning Guide or Government Education and Training

Network (GETN) schedule to determine available broadcast. Coordinate with the appropriate

training provider to obtain a slot on the Air Force Technology Network (ATN) downlink.

Notify M&FR Flight Chief when scheduled downlink is confirmed. Obtain names of students

from unit training manager(s) and reserve the training room for the scheduled broadcast.

Monitor the ATN classroom periodically during the broadcast and be available to assist with

any technical problems that may exist. Training shall be executed for approximately 20

M&FRC staff, for no more than two hours, quarterly. This training shall also provide training

slides to all participants for reference. Distance Leaning Platforms include but are not limited

to: Zoom MSTeams, Webex, and Defense Connect Online.

1.1.2.13. Manage the use of the Military & Family Readiness Center and Transition Assistance

Program's computers and non- government network computer resources and peripherals. 1.1.2.14. Ensure all systems are prepared for customer log-on, Wi-Fi is functioning, printer

has paper and operational, and other peripherals work properly.

1.1.2.15. Provide customer assistance with logging in, operating MS Office Suite,

searching internet, and operating all IT devices and peripherals.

1.1.2.16. Create and maintain a sign-in/out log for computer use and record utilization

on AFFIRST. Measure use of IT resources and develop charts, logs, and statistical

summaries as directed by management. Provide monthly utilization report to

management.

1.1.2.17. Run a virus scan on each laptop/desktop weekly and check for Personally Identifying

Information left behind by users and delete that information. Perform

backup to maintain system

integrity

1.1.2.18. Notify the MacDill AFB Computer Systems Administrator (CSA) about viruses,

outages, concerns, abuse or malfunctioning IT equipment. Do not install or modify

hardware/software, including from the web or vendor bulletin boards without prior

approval from the CSA.

1.1.2.19. Provide hardware and software system administration on all non-government

network computers, servers, fax machines, satellite receivers, switches, routers, printers and

other peripherals critical to proper function of M&FRC technology systems.

1.1.2.20. Implement, install, and configure any new authorized systems (software/hardware)

as required by the M&FR Flight Chief, or designated appointee,. Set-up new computers and

other information systems in a timely manner to support gradual improvement of M&FRC

IT services. Maintain all necessary documentation, software, CD-ROMs, copies, etc.

1.1.2.21. Provide all networking architecture recommendations and networking support

to improve M&FRC network as directed by the M&FR Flight Chief, or designated

appointee,

1.1.2.22. Work with local internet provider to ensure, as much as possible, uninterrupted

connectivity to service by ensuring best equipment and service connection across the

M&FRC IT infrastructure.

1.1.2.23. Establish procedures for safeguarding all critical data. Design back-up methodology

to guarantee uninterrupted M&FRC services to customers.

1.1.2.24. Develop tracking system to monitor all information systems including all required

system documentation. Establish diagram of facility with associated database to track

corrective actions and implementation of information systems.

1.1.2.25. Provide for safe migration of important data from one system to another. Install

and maintain M&FRC primary database. Conduct upgrades to database and provide

training to M&FRC personnel.

1.1.2.26. Assist M&FR Flight Chief, or designated appointee, or appointed alternate, in

research and purchase recommendations of all information systems and components required

to improve existing structure including recommendations for future planning and

improvements to existing information systems structure. 1.1.2.27. Provide proper information security on all systems, assessing potential risks to the

network. Educate M&FRC personnel on software required for them to efficiently execute

their jobs while following proper security procedures to protect sensitive data and records.

1.1.2.28. Promote user awareness concerning limitations (unauthorized/illegal use) of

IT resources, utilizing only those programs currently available on the system.

1.1.2.29. Perform other critical system support (troubleshooting, relocation, replacement,

upgrade) as requested by the M&FR Flight Chief, or designated appointee, for successful

operation of M&FRC service technology.

1.1.2.30. Data entry in to AFFIRST for M&FRC trainings, services and personal

member profiles. Monitor calls, schedule clients to receive training or counseling.

1.1.2.31. Create tracking system and sign-out/in non-government network laptop computers

for use by Transition Assistance Program (TAP) personnel.

1.1.2.32. Assist the M&FR Flight Chief, or designated appointee, in identifying needed

upgrades to all non-government network computer resources and peripherals.

1.1.2.33. Complete customer records checks prior to attending M&FRC trainings and TAP

Group Pre-separation Counseling, Transition GPS Workshop and Capstone. Use validated

information to prepare class rosters.

1.1.2.34. Create sign-in sheets and produce class rosters from AFFIRST.


Skill set info
1.1.1. Qualifications. The

contractor must meet the following qualifications.

a. Comply with DOD 8570.01-M, Information Assurance Workforce Improvement

Program and AFMAN 17-1303, Cybersecurity Workforce Improvement Program.

b. Proficiency in both hardware and software application support utilized by

information and referral resource centers or similar system.

c. Proficiency in Air Force computer/network security regulations.

d. Excellent customer service skills and verbal communication skills.

e. General administrative skills to include proficiency in operation of all

Microsoft Office Suite applications and ability to navigate web browsers.

f. Proficiency in distance learning administration.

g. This position shall be greater than or equal to the Occupation Code 14044, Computer

Operator IV.
