Manager, Regional Project Controls

LyondellBasell Channelview, TX Full-Time

Basic Function

The Project Controls Manager supervises the regional Project Controls Team, is responsible for establishing and maintaining project estimating, scheduling, and cost processes, on projects to meet the quality and technical requirements of LyondellBasell's Project Management Process (PMP). The regional locations are the following LyondellBasell manufacturing sites: Bayport, Channelview, and La Porte/Pipeline.

Roles & Responsibilities

  • Interfaces with Site Capital Managers and Site teams to ensure needs are met.
  • Leads and supervises Regional Team consisting of Cost Analysts, Schedulers/Planners and Estimators (14-24 people total). The region capital portfolio ranges from $300MM-$400MM per year (300-500 projects per year)
  • Accountable for quality and timeliness of the Project Controls teams work
  • Drives standardization and use of best practices at all three sites (champion)
  • Reviews and approves the Project Controls Plans based on the scope and execution strategy provided by the project team.
  • Develops or reviews schedules, and estimates included in the Project Execution Plan (PEP).
  • Adjusts staffing levels as needed based on the region Capital Long Range Plan.
  • Assigns Project Controls discipline personnel to provide project estimate, cost, schedule, and metrics information as required for project planning, funding, and reporting purposes.
  • Establishes and ensures maintenance of the estimating, cost, and scheduling processes of contractors, subcontractors, and vendors.
  • Support and participate in plant safety goals.
  • Prepare and maintains workforce plans to ensure project controls staffing levels are appropriate.
  • Collaborate with the project managers and other project team members to identify, characterize and document project risks in a risk register and develop mitigation plans.
  • Ensure the cost estimates, schedules, labor-hour budgets, scope changes, and budget revisions produced by contractors, subcontractors, and vendors are reviewed appropriately.
  • Ensure that project controls data that may be applicable to future projects is collected and captured in the appropriate LyondellBasell systems.
  • Assist in benchmarking efforts and the completion of contractor, subcontractor, and vendor reviews and audits.
  • Develop team members to continue to drive improvements in Plant Project work practices.
  • Attend face to face meetings at the regional site locations.
  • Supervises cost analysts, estimators and schedulers.

Min. Qualifications

  • Bachelor's degree in Business, Engineering, Construction Management, or related field or equivalent work experience.
  • 10 years of project management, construction management, project controls, or equivalent experience preferred. Petrochemical or refining industry projects experience a plus.
  • Demonstrated management experience or the ability to successfully influence project teams.
  • Knowledge of petrochemical / refining industry contracting practices, project control processes, project management practices, and financial system processes related to project management.
  • Ability to surface conflicts and resolve them effectively. Ability to push back on leadership when required to ensure successful project outcomes.
  • Strong verbal and written communications skills with the ability to communicate effectively within project teams, site organizations, and corporate departments.
  • Familiar with Primavera P6, Aspen Capital Cost Estimator (ACCE), and SAP. Proficient using the Microsoft Office software suite (Excel, Word, PowerPoint, Outlook).
