Acquisition Program Manager (Global Hawk FMS)

Job Description

In this role you will provide full-spectrum FOREIGN MILITARY SALES (FMS) ACQUISITION PROGRAM MANAGEMENT support to the GLOBAL HAWK PROGRAM OFFICE within the US Air Force Life Cycle Management Center at Wright-Patterson AFB, Ohio.

This position includes both telework and government-site work requirements.

Essential Job Functions:

Develop and apply an understanding of assigned Global Hawk systems, and the associated documentation to support Foreign Military Sales (FMS) programs.

Apply an understanding of both the FMS and Direct Commercial Sale (DCS) processes, policies, regulations, including exportability processes, to assess risks and resolve issues.

Interface with international customers, program’s prime contractor, SAF/IA, AFMC, other AFMC centers, National Security Agency (NSA), USN, Air Force Security Assistance Training Center (AFSAT), and the Air Force Security Assistance Directorate.

Apply acquisition management knowledge to advise international partners on the risks associated with Global Hawk weapon system FMS and DCS acquisition programs.

Assist with planning, organization, and control of these case requirements, as well as planning for future sustainment support, and any future case requirements.

Assist in planning and integrating a capabilities roadmap for the Global Hawk weapon system acquisition to support long-term viability, cost-sharing, and interoperability effectiveness.

Assist in LOA and the program’s weapon system prime contract modifications in concert with contracting and finance personnel for additional/ updated capabilities selected for inclusion into the FMS or DCS case.

Manage and monitor their assigned program to include program of record changes, cost/schedule/performance issues, risks, and contract status.

Assist in assessing system operational performance in satisfying validated operational requirements.

Assist in customer interaction to establish critical System of Systems (SoS) interoperability requirements to gather and exploit imagery intelligence (IMINT) and signals intelligence (SIGINT) information, as well as interoperability with ground segment, line-of-sight and satellite communications (SATCOM) data links for command and control.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Possess a Bachelor of Arts (BA) or Bachelor of Science (BS) degree, along with 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.

An adjudicated DoD Secret level security clearance with a NATO Endorsement on the First Day of employment.

Personnel at the Senior level shall possess the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, and possess the ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline.
