This position serves as acquisition program analyst in the APD Development Team, with overall responsibility supporting the technical capabilities and business arrangements of the program life cycle for the ongoing System Development and Demonstration (SDD) phase and other Development Projects (other than DM90). The incumbent is responsible for planning, coordinating and maintaining SDD negotiations through the remainder of the contract. The incumbent will also be responsible for any other roles and responsibilities directly related to the execution and implementation of SDD, including integration through other business areas as well as ensuring fulfillment of SDD requirements. The incumbent also is faced with meeting the needs of the APD Development Team within a collaborative environment on a variety of issues and concerns to improve efficiency and effectiveness and must work with customer organizations to identify their requirements, assessing existing organizational conditions and determining areas of strength and risk.
Essential Job Functions:
Conducts business data analysis of program information to ensure compliance with regulations, identify trends, and provide information to IPTs based on Air System Development IPT Lead guidance.
Applies expert analysis techniques across a wide range of qualitative and quantitative analytical methods, contacts functional experts to coordinate on the research and analysis, anticipates, identifies, conducts research and analysis, and recommends strategies and concepts of operation for major emerging and projected issues.
Provides assistance and advice on initiatives related to Air System Development and develops a feasible implementation plan for the assigned organization.
Conducts special studies of problem areas and which may have an impact on the Program while suggesting means of process improvement.
Participates in working groups to plan and develop internal strategies to address management issues and concerns regarding improvement processes, coordinates with other staff to fully understand the needs of and effectively support specific business and people.
Knowledgeable of process improvement techniques, workforce transition/workforce transformation, leadership alignment, strategic planning, strategy facilitation, and stake holder analysis/assessment.
Has ability to work with key and senior members of the organization and interface directly with clients on design and implementation of recommendations.
Researches new or improved business and management practices to support changes in organizational programs and operations.
Supports the Air System Development IPT by gaining insight into, and providing peer review of technical and programmatic activities of the Contractors’ Team with respect to Air System Development.
Provides technical and programmatic input to IPT lead/team members as necessary or requested.
Supports the review and the preparation of documents, specifications, requirements, criteria, and standards, which define the needs, and parameters of the program.
Supports the Air System Development IPT by coordinating and facilitating various boards as required.
Routine CONUS and OCONUS travel.
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
A Bachelor's degree plus 5 years in management or a related technical field.
An active Secret clearance with ability to acquire a Top Secret is required.
Experience with Microsoft Office products required.
Excellent communication skills.
Master’s Degree in systems management or a related technical field.
Project Management Professional (PMP) Certification.
Military Fighter Aircraft acquisition program office experience.
Major Defense Acquisition Program (MDAP) experience.
