HSE Manager

Job Description

Basic Function

This position is responsible for the direction of the company's Health, Safety, and Environmental (HSE) and Security programs and policies for our Lake Charles Polypropylene (PP) manufacturing site located in Louisiana. The position is responsible for compliance with health, safety and environmental regulations: local, state and federal. This position provides guidance, direction and coaching to safety and environmental professionals and specialists responsible for the delivery of health, safety, and environmental processes and policies at this location. The individual serving in this capacity will act as the site's interface with HSE regulatory agencies.

Roles & Responsibilities
  • Leads the HSE function to ensure continuous improvement of the HSE programs and performance and is a member of the Site Leadership Team
  • Establishes and maintains Key Performance Indicators used to measure HSE performance
  • Ensures the HSE programs and practices are consistent with LyondellBasell's Operational Excellence Standards and in compliance with local, state and federal requirements
  • Develops and recommends business driven and cost effective HSE strategies
  • Proactively develops and deploys HSE programs to reduce work-related injuries and illnesses, and ensure environmental compliance
  • Acts as the champion to insure proper investigation and follow-up is taken on safety concerns, near misses and incidents
  • Addresses all internal and external customer inquiries and reporting requirements regarding health, safety, environmental and security matters.
  • Facilitates employee involvement, awareness, and continuous improvement in all LyondellBasell safety programs
  • Builds relationships and maintains on-going communications with the site leadership team and manufacturing personnel to develop and maintain a collaborative work environment.
  • Manages organizational aspects of the Health, Safety, Environmental and Security function to develop staff with expertise and knowledge. Sets performance and development goals for/with department staff. In addition, the position is responsible for coordinating the activities of a small number of contractors and environmental consultants.
  • Responsible for developing, maintaining and training on the site's Emergency Response Plan, managing the staffing, training and operation of the Emergency Response Team, maintaining the firewater distribution system, fixed and mobile fire protection equipment and emergency response vehicles through the site, planning for and conducting emergency related drills and exercises, maintaining and operating the Emergency Operations Center (EOC) and emergency accountability systems.
  • Responsible for contract security force, LDAR technicians and on-site wellness clinic personnel.
Min. Qualifications
  • B.S. degree in engineering, relevant sciences or specific HSE discipline
  • Minimum 8 years of relevant HSE and leadership experience working in chemical or a related industry
  • Prior experience in environmental, safety and supervision preferred
  • Working knowledge of the regulatory processes applicable to plant operations and experience representing a company with regulatory agencies
  • Candidate must have strong leadership skills including effective communications, interpersonal skills, and the ability to interface with all departments and levels of the organization.

  • Prior experience in environmental, safety and supervision preferred
