HSE Manager

Job Description

Basic Function

Provides functional leadership for all overall Site health, safety, environmental, quality and technical issues.

Roles & Responsibilities
  • Accountable for personal safety, the safety of felow employees and contractors, and for promoting a sate work environment. Ensure that housekeeping and hazard communication standards are maintained
  • Ensures compliance with all aspects of TCPA / PSM / RMP regulations, primarily through the supervision of a subordinate process engineer and outside contractors as required. Primary contact for all PSM activities
  • Reviews and approves Site-wide safety and emergency response and training programs. Occasionally conducts training
  • Assures the proper inspection and testing of plant facilities. Acts as team leader for monthly inspections. Occasionally conducts ad hoc inspections
  • Designs and maintains a system to insure a systematic response to safety concerns, near misses, and incidents. Assures that incidents are investigated in a fair and systematic manner. Assures that action items are established and completed
  • Verifies appropriate security / counter-terrorism goals and systems are in place. Coordinates with the rest of the Company
  • Designs and maintains contractor authorization system. Assures that contractor authorization program meets company, state and national standards. Approves or designates approval to authorize all contractors to work at the Site. Conducts orientation training for contractors and facilitates annual Train-the-Trainer sessions for contractor supervision
Roles & Responsibilities (cont)
  • Keeps abreast of company and industry safety incidents and trends via LyondellBasell KX or CSB reports and informs Site personnel as appropriate
  • Assures that an appropriate IH program is in place and periodically reviews the program with teh HSE Coordinator. Coordinates with Corporate HSE group
  • Acts as contact for federal, state and local agencies relating to laws and regulations on safety and health. Represents the Site in national and state health and safety organizations. Assures compliance with codes from consensus organizations such as NFPA and NEC
  • Supports other LyondellBasell and WR Grace safety needs as a consultant
  • Ensures compliance with all federal, state and local environmental regulations by coordinating the activities of the Environmental Engineer, Senior Process Engineer and temporary engineers
  • Coordinates and develops various Environmental Department projects, including annual targets for emissions, waste and upset reductions
  • Manages organizational aspects of the Health, Safety, Environment and Quality Departments to develop staff with expertise and knowledge. Manages training and career development for department staff
  • Acts as management representative on the Site Safety Committee. Participates in Site safety activities, meetings and behavioral safety programs
  • Oversees the performance of the security service contractor
  • Performs other duties that may be assigned
Quality-Specific Responsibilities
  • Understands and helps implement the Site's Quality Policy and the Continuous Improvement Process (CIP)
  • Is familiar with Site-wide Document Control, Internal Quality, Corrective Action, Non-Conforming Product, and Record Keeping procedures
  • Ensures that all subordinate employees are aware of and are adequately trained in quality procedures
Environment-Specific Responsibilities
  • Understands and helps implement the Edison Site Environmental Policy and Objectives
  • Ensures compliance with all federal, state and local environmental regulations by coordinating the activities of the Environmental Supervisor and temporary engineers
  • Is aware of potential environmental impacts and the consequences if an upset occurs
  • Understands and implements any parts of the Edison Environmental Compliance Plan and Waste Management Plan that applies to this position's area of responsibility
  • Participates in the Site's on-going Pollution Prevention Process
Health and Safety Specific Responsibilities
  • Understands and helps implement the Site's Safety Policy
  • Actively participates in the Site's health and safety programs
  • Understands and complies with all health and safety rules
  • Routinely demonstrates safe work practices
  • Attends all required health and safety related meetings and training sessions
  • Corrects or reports all non-conforming conditions
Min. Qualifications

BS in Engineering or related safety / environmental degree

10+ years of safety / environmental with Chemical Plant
