Program Analyst

Job Description

CALIBRE, an employee-owned Management Consulting and Information Technology Solutions Company, is looking for a Program Analyst to provide subject matter expertise in procurement and contracting for the U.S. Coast Guard (USCG) Financial Management and Procurement Services (FMPS) Business Process Reengineering (BPR) initiative.

Specific responsibilities include:

  • Provide expert guidance within the governmental acquisition workforce to align with the FMPS-BPR process and compliance with federal acquisition policies and regulations
  • Evaluate and analyze USCG fiduciary programs utilizing Lean Six Sigma methodologies and tools to identify opportunities to increase workflows, improve process integration, and develop techniques to track and review program effectiveness
  • Create efficiencies by developing process guides and identifying conflicts between USCG acquisition policies and federal acquisition regulations to improve the alignment of Coast Guard acquisition policies for field level use

Job Requirements

  • Must be a US Citizen with an active Public Trust Tier I Clearance
  • Advanced knowledge of Federal Government fiduciary principles and policies including acquisition and federal property regulations
  • Robust understanding of simplified acquisition and formal contracting policies and procedures
  • Strong familiarity with Government logistics processes; including finance, budgeting, property and inventory management, industry standards and best practices in all phases of Government acquisitions
  • Experience in training and supervising a small team
Required Experience
  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or other relevant discipline; or equivalent work experience
  • A minimum of 10 years’ experience in as a USCG Contracting Officer or similar experience in USCG procurement and contracting
  • Must be a US Citizen
  • Proficiency with Microsoft Office products, Oracle Fixed Asset Module (FAM), the USCG Financial Procurement Desktop & Core Accounting System (FPD/CAS), Coast Guard Business Intelligence (CGBI), ePAL (Electronic Personnel Allowance List), USCG Web Budget Model, and the USCG e-RP (Resource Proposal) system

Desired Experience

  • Experience facilitating Kaizen events with multiple stakeholders and presenting outcomes to senior military leadership
  • Experience developing process guides
  • Process improvement methodologies (e.g., Lean Six Sigma, Value Stream Mapping, and Business Process Reengineering)
  • Training in Simplified Acquisitions Procedures (CON237), Services Acquisition (CLC013), Performance Based Service Acquisition (AQN PBA), Basic Simplified Acquisitions, Advanced Simplified Acquisitions, Budgeting and Accounting Fiscal Law (USAF), FAR in Practice (AGN090), DHS Purchase Card Training, Anti-Deficiency Act (100043), or other relevant training
