- Bachelor's degree in an Engineering, Construction Management, Architecture, or related field
- A minimum of seven (7) years of experience in engineering and construction project management and/or capital program management
- Knowledge of conditions and maintenance needs assessment and prioritization methods for pavement surfaces, layers, and vertical structures
- Possession of a valid driver's license or operator's permit issued from jurisdiction of residence
- Possession of a Professional Engineer (PE) license

The Project Manager, Capital Improvement Projects, Parking (PM, CIPP) is a project management, administrative and engineering position requiring the effective and efficient overall project management of one or more assigned projects. The incumbent serves as overall project manager for assigned projects with an aggregate multi-year value of less than $100 million and is responsible for ensuring the projects are completed within budget and on schedule, in accordance with standards. The responsibilities include overseeing, managing, coordinating the development of assigned projects from conceptualization to final acceptance, such as planning, design, system engineering, procurement, construction, contract close-outs, and systems testing as designated in the construction contracts. Employee is also responsible for leading the development of the project plan and approach. In addition, the PM, CIPP coordinates the needs of various offices, resolving conflicts that impact the project schedule and costs. Makes decisions and recommendations that are recognized as authoritative and have a far-reaching impact on the overall development and completion of the assigned project; initiates and maintains extensive contacts with internal and external stakeholders and project teams. The accountability includes negotiating critical and controversial issues as required to ensure that goals of the project are met. Employee must demonstrate a high degree of creativity, foresight and mature judgement in planning, organizing, coordinating and solving engineering and construction problems. The responsibility includes determining project needs and requirements, develops procedures and guides all engineering and construction activities to meet project deadlines.
- Plans, organizes, leads, and executes parking facility and traffic management projects with a focus on improving safe, efficient, and cost-effective access to the Authority's public transit facilities.
- Manages the tasks, milestones, and deliverables for multiple projects, including tasks being performed by in-house staff, contractors and consultants. Delegates tasks to staff and assigns tasks to contractors, gathering information to produce status reports and works directly with staff, contractors, and consultants to complete projects as needed.
- Prepares and recommends for approval project schedules, estimates and budget that are complete, realistic, and fully meet program goals and is responsible for adhering strictly to the approved project schedules and budgets.
- Secures commitments from affected Authority departments on contract document and schedule. Arranges for project management coordination and controls consistent with both project and operational needs.
- Oversees coordination activities to establish schedule priorities, access requirements and allocation of work areas for each contract affected while minimizing fiscal impacts by exercising maximum control and assuring that the work is performed in a safe manner to meet the schedule completion date.
- Conducts project status meeting with staff. Results of the meetings are recorded and summary transmitted to the Program Manager, and other Department and Office Directors for appropriate action.
- Reviews and comments on the project scope to ensure that program needs, schedule and costs are adhered to; coordination occurs between various departments and aspects of the project; and project elements are cost effective.
- Coordinates all major events on the project by assisting various offices to solve mutually dependent items, calling conference when necessary and chairing meetings.
- Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. Responsible for cost allocation to appropriate project and off the time and accurate review and approval of applicable invoices.
- Reviews technical reports and drawings produced by third parties that may impact the Authority's parking facilities and traffic patterns.
- Develops and reviews construction documents, including working drawings, signage and markings drawings, maintenance of traffic (MOT) plans and drawings, construction staging plans, and standard performance and construction specifications.
- Serves as the Contracting Officer's Technical Representative (COTR). Oversees and/or directs, monitors contractor activities in the field and prepares essential contract documentation and payment certifications.
- Acts as the primary point of contact for parking construction and infrastructure projects and remains informed of all tasks related to various assigned projects.
- Develops and updates inventories of the Authority's parking and traffic management facilities and associated signage, pavement markings, and related equipment.
