Senior Business Analyst

Role: Senior Business Analyst

Location: Indianapolis, IN 46204

Duration: 6 Months

Purpose

Position helps provide support and administration for the agency's databases and information systems for new enterprise implementation projects and existing systems for the IDEM Modernization program. Employee works for the Indiana Department of Environmental Management in the Information Services' Project Management Office. Position will serve as a liaison and interface between the IT and Program area teams. Primary responsibilities include soliciting business requirements and translating to technical system specifications. Position will also support and provide direction on data architecture activities related to reporting, systems integration, and data management.

Incumbent must have relevant experience and skills at the senior level and be able to complete all assignments with little to no oversight while performing at the highest level.

Responsibilities

Requirements Gathering

Provide project level analysis including producing required project analysis documentation (business requirements, scope matrix, use cases, sequence diagrams, future state proposals, UAT plan);

Elicit and clearly document business and systems requirements;

Interview business experts to elicit requirements using interviews, participating in requirements workshops, and business process documentation that describe processes, use cases, scenarios, business analysis, task, and workflow analysis;

Provide critical review, analysis, and evaluation of business systems as well as business requests and user needs to determine feasibility including distinguishing user requests from underlying exact needs;

Ensure that any new software integration into company business system meets functional requirements, system compliance, and system specifications;

Document business processes and how they interact with enterprise systems by researching, analysing, and capturing existing and future system using business requirements, workflow diagrams, and mockups

Business Consulting and Process Improvement

Responsible for identifying, creating and facilitating process design changes by conducting business and systems process analysis and design leveraging existing documentation and customer/stakeholder input;

Provide direct support of quality improvement and data management activities;

Support integrating new systems and processes with existing ones;

Work with internal and external customers to ensure new and modified systems provide meet customer needs;

Identify improvement opportunities and contribute to ongoing process improvement activities;

Align effort to meet customer and business needs;

Assess and document business process and system inefficiencies;

Ensure business systems and related projects meet ongoing corporate business objectives, and fulfill end-user requirements

Project and Systems Support

Provide and support systems and implementation projects by establishing and maintaining relationships with key stakeholders;

Collaborate closely with project managers, developers, and program staff to implement requirements, provide necessary support for testing during QA process;

Identify ways to increase adoption and customer satisfaction;

Work directly with stakeholders to understand and negotiate needs and expectations;

Serve as a liaison between Operations and IT to assist in gathering business requirements needed for system modifications, enhancement, and implementations

Requirements/Required/Technical

Advanced level skills with all MS Office products including Word, Excel, PowerPoint, Visio, and Project

Excellent verbal and written communication skills including interviewing, documentation as well as presenting to small and medium sized groups;

Experience in soliciting, documenting, and testing requirements;

Experience in developing and executing test plans;

Experience with business process mapping, as well as an understanding of the relationship between business processes, policies, and technology;

Experience working on teams to deliver projects using prescribed methodologies including 'traditional' waterfall, Agile, and hybrid practices;

Experience working with modern systems and relational databases;

Experience with data migration and conversion;

Experience with systems integration;

Experience with data architecture and data science including modelling, standards, and how information can be stored, organized, and used;

Understanding of user experience, intuitive design, including the 'customer journey';

Experience managing project activities using tools like Jira and SharePoint;

Proven ability to communicate ideas in both technical and a non-technical manner for business and technical concepts
