Job Description:

  • The Commercial off the Shelf (COTS) Manager is responsible for documenting, coordinating, and status accounting the program’s COTS baseline, and reports to the Common Services IPT Leadership.
  • This position requires close attention to detail and ability to work in a fast-paced dynamic environment.
  • It also requires prioritizing tasks consistent with program priorities.
  • The ideal candidate possesses excellent written and verbal communication skills and has experience with the MS Office product suite, and familiarity with windows and Linux based environments.
  • The COTS Manager coordinates closely with the Hardware and Infrastructure, Software and Systems Engineers, Configuration Manager, Material Program Manager, and Supply Chain Management to ensure all procured COTS are properly documented.
COTS Manager performs the following tasks:
  • Administer the technical coordination of COTS for the program.
  • Support the development of the Program COTS architecture and related documentation through EPIC processes.
  • Administer the design in an engineering repository in both a Windows and Linux based systems.
  • Coordinate with Configuration Management to ensure all COTS configuration controlled items are properly identified, version controlled, and recorded in a configuration status accounting system.
  • Ensure all changes to the COTS baseline are executed using established organizational and program processes.
  • Support the evaluation of COTS updates. Coordinate the technical resources required to perform the evaluations and status the evaluations to program management.
  • Manage the resolution of COTS vendor issues. Coordinate with Supply Chain Management (SCM) and the Material Program Manager when applicable to resolve vendor issues. Provide status of issues to Infrastructure and CM management.
  • Manage the COTS maintenance. Coordinate the maintenance support for each COTS product.
  • Provide status updates to Infrastructure and QA/CM management.
  • Participate on program configuration control boards impacting COTS (Discrepancy Report Review Board, Development Environment Control Board (DRRB/DECB), and Engineering Review Board (ERB).
  • Coordinate with Infrastructure and Configuration Management the development, maintenance, and update of a COTS asset repository index.
  • Coordinate with the Material Program Manager to ensure the traceability of COTS software orders throughout the procurement cycle.
  • Provide cost and schedule inputs to Infrastructure Management and the Material Program Manager.
  • Support Infrastructure status needs for COTS tracking, maintenance, license agreements, and data rights.
  • This may require coordinating with support organizations to provide the total data set needed by Infrastructure.
  • Support metrics collection and reporting of COTS and track the program’s process against plan utilizing EPIC based tools.
  • Conduct periodic COTS audits as aligned with IMS / System deliveries to compare and validate the recorded COTS baseline with the actual physical baseline.
  • Track the closure of all audit findings/Action Items Related to COTS Management and produce reports to Infrastructure and CM management.
Required Skills:
  • Two years’ experience working in a technical environment interfacing with systems, software, or hardware engineering disciplines
  • Two years’ experience with databases, including schema definition and data manipulation Experience defining, analyzing and reporting metrics Experience working independently and prioritizing tasks with full accountability
  • Experience defining, analyzing and reporting metrics utilizing EPIC Based Metrics Tools
  • Experience working independently and prioritizing tasks with full accountability

  • Strong interpersonal skills: Applicant should possess the ability to communicate technical and project information to senior management.
  • Applicant will also author and present technical detailed implementation and deployment plans.
