6 Month Contract

Opioid misuse in Kentucky continues to be a public health concern, contributing to thousands of overdose deaths and increased rates of opioid use-related infectious diseases, namely Hepatitis C and HIV. This loss of life and high morbidity affects Kentucky counties differently with certain areas of the state facing harsher outcomes. In 2017 the overdose death rate in Kentucky was 33 per 100,000 residents. Very few counties had zero deaths but several exceeded the state rate with the highest county experiencing a rate of 69.5 per 100,000 residents. HIV and HCV rates vary across the state with Appalachia and Northern Kentucky facing the highest HCV incidence and the Kentuckiana Regional Planning Area Development District having the highest percentage of HIV cases in the Commonwealth.




Job Description/ Tasks:

Conduct a jurisdiction-level vulnerability assessment for HCV/HIV infections that expands upon CDC's County-level Vulnerability Assessment for Rapid Dissemination of HIV or HCV Infections among PWID and expand on existing work to identify areas with increased risk of overdose and overdose deaths.

Apply available, timely, jurisdiction-level indicators related to the opioid epidemic to models of HIV/HCV outbreak vulnerability previously conducted nationally and by other states

Summarize the project, including comparison to national vulnerability assessment, using vulnerability scores and geospatial analysis to identify counties at risk of an outbreak, areas needing harm reduction services-including overdose intervention and infectious disease testing, locations that need to aggressively develop opioid response plans. Make this information available to state and local partners via dashboards and updates at stakeholder meetings

Target opioid overdose and opioid-related morbidity education for both communities and providers and increase capacity for provision of medically-assisted therapy in opioid treatment programs

Assists the HCV and HIV Programs with epidemiologic support related to program surveillance needs, beyond the assessment




Educational Requirements:

A master's degree in public health or master's of science in public health (MPH or MSPH) and two graduate level course in epidemiology and in bio-statistics/ statistics and 3 years experience as an Epidemiologist

OR a master's in something other than public health with two graduate level epi courses and in bio-statistics/ statistics and 4 years of experience as an Epidemiologist.
